FOR IMMEDIATE RELEASE
Wednesday, October 21, 2026
Sun Prairie, WI - On Friday, October 2, 2026, at approximately 2:33 a.m., the Sun Prairie Police Department responded to a report of a theft in progress at a restaurant in the 900 block of Windsor Street. The caller reported watching two males on the restaurant’s security cameras taking used cooking oil from a locked collection container behind the business.
The caller reported that the suspects left in a white box truck at approximately 2:38 a.m. At approximately 2:41 a.m., officers located a white box truck matching the description near the intersection of North Bird Street and Windsor Street and conducted a traffic stop.
Inside the cargo area of the truck, officers found six large storage containers holding used cooking oil, along with a generator and a hose system used for pumping oil. Neither occupant had permission to collect oil from the restaurant. Officers also found tools in the truck consistent with forcing open oil containers.
Guangguo Li, 48, of Oshkosh, and Zhengwei Xu, 42, of Chicago, Illinois, were taken into custody and transported to the Dane County Jail. The truck was seized as evidence. The Sun Prairie Police Department is referring the following charges against each suspect to the Dane County District Attorney’s Office:
- Theft of Movable Property
- Possession of Burglary Tools
The Sun Prairie Police Department was assisted in this investigation by the Wisconsin State Patrol and the University of Wisconsin-Madison Police Department.
Restaurant owners or managers who believe they have had used cooking oil stolen from their business are asked to contact the Sun Prairie Police Department at 608-837-7336.
