Nowlan Law Expands Family Law Practice with the Addition of Attorney Thomas Kolpien
May 12, 2025 – Janesville, WI — Nowlan Law is proud to announce the expansion of its Family Law practice with the addition of Attorney Thomas Kolpien. Attorney Kolpien joins Nowlan Law from Axley Attorneys, S.C., where he served as a partner in the firm’s Litigation Practice Group. With a distinguished legal career spanning more than two decades, he brings deep experience in family law, litigation, and judicial service.
A highly respected legal professional in Southern Wisconsin, Attorney Kolpien recently completed nearly eight years of service as the Rock County Family Court Commissioner. In that role, he presided over all actions affecting the family—including contested custody and placement matters, child support and maintenance hearings, relocation proceedings, and enforcement or contempt cases. He also regularly oversaw juvenile and criminal proceedings.
Prior to his appointment as Family Court Commissioner, Attorney Kolpien served as Assistant Corporation Counsel for Rock County, where he primarily prosecuted child abuse and neglect cases and termination of parental rights matters. This experience deepened his commitment to child welfare and gave him unique insight into the complexities of family dynamics within the legal system.
Attorney Kolpien’s qualifications and service have earned him endorsements from judges, attorneys, and court commissioners throughout the state. His commitment to judicial excellence is further reflected in his invitation by the Wisconsin Supreme Court’s Office of Judicial Education to present at judicial conferences.

With an extensive history of public service, Attorney Kolpien complements Nowlan Law’s deep commitment to the community. He is a former board member of the Family Law Section of the State Bar of Wisconsin, and he has served on the boards of several community organizations, including NAMI-Rock County and Family Services of Rock County.
