Engineering Technician

Ensures that all residential, commercial, and industrial developments conform to established City codes for public improvements by inspecting and approving construction taking place on public property.  Ensures the accuracy of public construction performed by or on behalf of the City by drafting, sketching and/or reviewing public improvement drawings and plans.


Ensures that residents and/or developers comply with requirements set forth in various Public Works Ordinances by providing information and actively enforcing those Ordinances, which establish the Public Works Department as the City official enforcement officer.

Salary Range pending certifications and experience:  $33.3252 - $47.0138 per hour

 

Essential Job Functions

 

  • Conducts field inspections and testing of public improvements constructed by both private contractors and/or City residents. Review of permits and approved plans, prior to an inspection, to ensure that the site improvements are constructed in accordance with the approved engineering permit plan and that they comply with all applicable City policies, codes, and local government standards.
  • Performs topographic surveys and construction layouts using the industry’s latest technology.   Generates and maintains records of horizontal and vertical survey control points. 
  • Generates cost estimates for proposed public improvement projects.
  • Reviews both the materials and construction methods used for the installation of the site improvements to ensure compliance with all City, State, and Federal requirements.
  • Produce contractual documents, special provisions, bid forms, and estimates for capital improvement projects and the bidding thereof.
  • Review survey documents, easements, certified survey maps, and plats for accuracy and interpretation.
  • Performs service inspections and investigates complaints made by the public. 
  • Compiles performance and maintenance punch lists identifying specific aspects of the public improvements which must be corrected prior to acceptance by the City, including seeking and coordinating input from the other City Departments (Public Works; WWTP; SP Utilities; Parks and Recreation; etc.). 
  • Provides information to contractors, engineers, builders, other governmental officials and residents pertaining to City procedures and standards, code and ordinance requirements.  Provides information to the other department officials and City workers regarding the location of existing utilities and engineering departmental plans and records. 
  • Conducts traffic counts and surveys and prepares written reports on the results.
  • Performs CAD drafting including preparing and updating City maps and drawings; revising and updating the sanitary and storm sewer maps; performing survey duties and preparing plans based on survey results; and preparing plan sets. 
  • Performs field and office duties and coordinates field operations with office operations. May coordinate and inspect work performed by the Engineering Aides in surveying and engineering fieldwork to ensure established standards and requirements are met.

 

Requirements of Work

 

Knowledge of

  • The methods and practices of map drafting; engineering drawing and practices; survey techniques and practices, as well as mathematics, geometry and trigonometry; State and local codes and ordinances pertaining to improvements on public properties; techniques and materials used in general construction. 
  • AutoCAD Civil 3D software is preferred.

Ability to

  • Determining when and how far major components should be torn down, what parts and mechanisms can be reworked or refitted or should be replaced with new parts, and the types of and extent of adjustments and alignment required.
  • Use high-level of discretion with decisions restricted by Departmental policies and little direction from supervisors.
  • Developing important goals that could seriously impact the financial, employee, or public relations posture of the organization.
  • Develop policies and procedures for a division or organizational component of a department, as well as the interpretation and recommendation of changes to department policies. 

Skill in

  • Working from engineer's plan sets; use of drawing and drafting instruments; preparing maps from public records data; making arithmetic calculations accurately and rapidly; working in application of drafting theory and practice to map drafting and related problems; dealing with the public courteously and tactfully; good written communication skills for report writing and documentation; considerable skill in establishing and maintaining effective relations with supervisor, subordinates and the public.

Requirements for the Engineering Technician I:
  • Extensive technical or specialized training such as that which would be acquired by an associate degree or two years in Civil Technology, Land Surveying or related field. Between one and three years of experience in an engineering-related position or an equivalent amount of training and education.
Requirements for the Engineering Technician II:
  • Completion of two (2) years of college level course work for an Associate Degree in Civil Technology and five (5) years of experience as a civil engineering technician. An equivalent amount of training and education may be considered. 
  • Work alongside the Design / Construction Manager to provide day to day guidance to the Engineering Technician I. 
  • Concrete testing certificate and or the ability to obtain within 6 months of hire.

  • Work is primarily performed under general office conditions.  Does require incumbent to drive to various locations throughout the city to perform on-site inspections of projects.

  • Regular exposure to particularly physically demanding, unpleasant, strenuous, and/or hazardous elements such as dealing with inclement weather, operating heavy equipment, etc.
