Sun Prairie is looking for its next Human Resources Director, come join our team!   This vacancy is due to a planned retirement after 25 years of service.  We are looking for a collaborative leader with the ability to develop and implement human resources strategies that support the city's goals and objectives. As a member of our Executive Leadership Team, the Director will be a trusted advisor, providing expert human resources consultation and insights to drive strategic decision-making and enhance organizational effectiveness. The ideal candidate will demonstrate their ability to support organizational change initiatives by providing strategic guidance ensuring effective communication and support for employees during transitions. The Director will be joining a team and will lead our Benefits Coordinator and two HR Business Partners. Our ideal candidate will have 10+ years of progressive human resources experience, local government experience preferred. A bachelor's degree in human resources, public or business administration, or a related field as well as hold a human resource certification (e.g. SHRM-SCP,SPHR, NPELRA CLRP, CPM). Additionally, our ideal candidate should have labor relations experience including experience working with union represented employees in contract negotiations and grievance resolution.

Starting salary $126,156 - $135,719

Essential Job Functions

This is a Division Manager level position responsible for directing, coordinating and carrying out the human resources function for the city. Areas of responsibility include recruitment and selection, labor relations, safety, records management, classification and compensation, employee benefits, performance evaluations and equal opportunity in employment and service delivery. The work is performed under managerial direction from the Director of Administrative Services and City Administrator.

  • Develops, interprets, and administers the personnel policies adopted by the Common Council and establishes procedures consistent with such policies.  Solicits input from all departments on city-wide issues.
  • Develops, implements, and enforces City labor relations programs; researches and develops labor cost estimates, conducts wage and benefit surveys and solicits comments of supervisors regarding labor contract improvements to develop bargaining demands and recommends bargaining strategies; assists in negotiating collective bargaining agreements; conducts exit interviews; oversee the city’s employee assistance program.
  • Develops and administers the recruitment and selection program including advertising, testing, interviewing, reference/background checks, and coordinating medical/psychological evaluation to assist the hiring authority in selecting the best-qualified individual.
  • Maintains and administers the position classification and compensation plan; serves on and coordinates the efforts of the Job Evaluation Committee; conducts salary surveys; drafts job descriptions; and performs job analyses to support personnel actions and development of assessment centers.
  • Provide assistance to supervisors and managers in regard to employee development, counseling and discipline.  Advises supervisors in grievance processing and written correspondence. Acts as mediator/counselor in employee and supervisor disagreements.
  • Ensures compliance with all labor, equal opportunity and other applicable laws and regulations.
  • Conducts internal investigations in conjunction with City Attorney and department representatives.
  • Develops and implements safety programs to reduce accidents/injuries and to stay in compliance with State and Federal regulations.  Assists in the identification of city risk and facilitate discussion with departments and Administration.
  • Develops and administers the performance evaluation programs and upward evaluation process.  Survey and monitor employee engagement and provide opportunities for employee recognition.
  • Develops, conducts and/or coordinates training programs for employees and supervisors.  Develops annual city-wide training goals with input from all departments. 
  • Develops and maintains the City’s personnel records management system.  Assists other departments in records retention issues.
  • Supervises departmental staff, develops annual departmental budget.
  • Coordinates the City’s Workers Compensation program.
  • Develops and maintains City’s Equal Opportunity Employer Plan.
Other Job Functions
  • Coordinates review of annual safety program goals and activities. Provides employee communication and management direction. 
  • Oversees administration of the employee benefits programs that meet the needs of employees in the most cost-effective manner. 
  • Oversee administration of new employee orientation and training programs. Recommends changes in policies and plan documents when needed.  Works closely with the Finance Department on proper payroll set up and taxable benefit issues. Conducts organizational review and makes recommendations on all requests for modification to departmental tables of organization.
  • Coordinates and facilitates external safety inspections with appropriate departments, which may include any State of Wisconsin Department of Safety and Professional Services (DSPS) Health/Safety Inspection.
  • Meets with departmental officials, employees, job applicants and the public and discusses issues related to human resources policy and administration.
  • Advises the City Administrator/City Attorney on employee relations problems. Makes special studies and prepares reports independently or as assigned.


Requirements of Work

Bachelor’s degree in human resources, Public or Business Administration or related field, and more than 10 years of experience of progressively responsible supervisory experience in personnel administration and labor relations or any combination of education or experience that provides the following knowledge, skills, and abilities.

Knowledge of

  • The theories, practices and methods of personnel administration, human resources and organizational management, and labor relations.
  • Local, State and Federal laws regarding human resource management, labor relations, and payroll/benefits management. Understanding of IRS regulations.
  • Accepted personnel policies, procedures, practices, and job analysis techniques.
  • Public administration and local government.
Ability to
  • Effectively resolve conflict with tact and diplomacy.
  • Develop and install effective techniques for facilitating and improving personnel processes and ability to provide effective leadership in the development of a comprehensive human resources program.
  • Use high-level of discretion with little direct guidance from supervisors.
  • Developing critical goals that could result in financial loss, property damage, or bodily harm/loss of life.
  • Supervise, train and direct staff.
  • Ensure staff are trained in proper interview techniques and administer a .
  • Present ideas effectively orally and in writing.
  • Establish and maintain effectively working relationships with departmental officials, employees, and the public.
  • Develop organization-wide policies.
  • Prepare and maintain accurate and complete records, files, and reports.
  • Establish and implement policies and procedures.
Skill in
  • The operation of modern office equipment and appropriate software.
  • High-level planning and analysis are required for the entire organization, including, but not limited to, strategic planning for the organization, long range (five years or more).
  • Acting as the spokesperson for the department and is authorized to make commitment of significant resources on behalf of the department.
